Quebec runs the most complete production ecosystem in Canada: its own star system, broadcasters, theatrical circuit, and an audience that shows up for its own cinema. The credit system is tuned accordingly, with the richest rates reserved for French-language original work.

The interprovincial angle

Quebec is the anchor of French-language interprovincial collaboration: Acadian producers in New Brunswick and Franco-Ontarian producers work inside a market whose centre is Montreal. The city's VFX and animation cluster, fed by the 16% bonus, serves productions from every other province.
