Manitoba

Cost-of-salaries credit from 45% of Manitoba labour to 65% with bonuses — the country's highest headline labour rate — or 38% all-spend.

Manitoba has operated one of Canada's most stable film incentives since 1997, and Winnipeg's crew base carries more production than the province's size would predict. Producers choose between the country's richest labour credit and a competitive all-cost alternative.

Cost-of-salaries credit 45% of eligible Manitoba labour; bonuses stack to 65% (10% frequent filming, 5% Manitoba producer, 5% rural/northern)
Cost-of-production credit 30% of all eligible Manitoba expenditures, plus 8% Manitoba content bonus (38% combined)
Non-resident deeming Non-resident labour partially eligible when paired with Manitoba trainees
Administered by Manitoba Film & Music with the Canada Revenue Agency

The two credit streams are alternatives; a production elects one.

The interprovincial angle

The 5% Manitoba-producer bonus pays out precisely for partnering with a Manitoban, and the trainee deeming rules let an interprovincial production bring key positions from outside while building Manitoba's crew base on the same shoot. The structure assumes, and rewards, exactly the kind of cross-provincial collaboration Rubedo is interested in.

Rates verified against official program sources as of July 2026. Incentive parameters change with provincial budgets; confirm current terms with the administering body before financing decisions. All provincial incentives stack with the federal layer.

If you're producing in Manitoba, or looking for a partner there from another province or territory, we'd like to hear from you.
